Strategic change scenario

Connect Strategy to the Work That Delivers It

Strategy is announced at the top and work is proposed from below. The planning problem is the connection between them: which work serves which strategy, what lacks a connection, and what nobody has proposed yet.

Useful EA supports the planning and traceability that connect strategy to executable work.

The Problem

The Link Between Strategy and Work Is Usually Asserted, Not Shown

Most planning cycles assemble a portfolio from proposals. Each proposal claims strategic alignment, usually in a sentence on a slide. Nobody can see the whole chain from a strategy, through the objectives it requires, to the programs, projects, systems, and technologies meant to deliver it.

Two failures follow. Work with no real strategic connection continues because nobody can show that it lacks one. And the capabilities the strategy actually depends on go unfunded, because nobody proposed the work to improve them.

Closing both gaps needs a top-down view from strategy to capability and a traced view from strategy to delivery work, kept together in the same planning conversation.

The Method

Trace the Demand, Then Fill the Gaps

The method combines two established techniques: a Benefit Dependency Network to trace demand from strategy to delivery, and capability-based planning to find the investments strategy needs.

  1. Make the strategy explicit

Write down the strategies and the objectives or benefits each one requires, in the language leadership uses.

  2. Trace the work to what it serves

Connect each program, project, system, and technology to the objective or strategy it serves, so every link can be seen and challenged.

  3. Surface work without a visible connection

Anything with no upstream link is a question: either the connection is missing from the model, or the work lacks a strategic reason.

  4. Connect strategies to capabilities and assess the gaps

Identify the capabilities each strategy depends on, compare current and desired maturity, and rank the gaps by size and strategic importance.

  5. Build candidate programs from the important gaps

Group related gaps into programs, check that no gap is claimed twice and that no strategy-linked gap is left out, and give each program objectives and key results.

  6. Test the plan against a budget and present it

Weight the strategies, see which programs and projects a budget funds, compare what changes when priorities shift, and take stakeholder-ready material into the planning review.

Decisions It Supports

The Questions the Plan Should Answer

  • Which proposed work has a clear strategic connection, and which needs a better justification
  • Which capability gaps matter most to the strategy, and which programs should address them
  • What each program is accountable for, expressed as objectives and key results
  • What a budget funds, and what falls below the line when strategic weights change
  • Which work to continue, reshape, pause, stop, or start
How Useful EA Helps

Two Tools, Two Halves of the Problem

The Benefit Dependency Network traces existing and proposed work to strategy. Capability Modeler finds the capability investments strategy needs. Use either alone, or both in the same planning cycle.

Trace demand from strategy to delivery

Benefit Dependency Network

  • Map strategies, objectives, programs, projects, systems, and technologies in up to six columns, renamed to your own planning or benefits vocabulary.
  • The alignment indicator flags anything with no visible upstream connection; the relationship tracer highlights everything connected to one item.
  • Collect proposals through a Suggestion Link, without accounts, and promote the good ones onto the network.
  • Funding: split 100 points across strategies, rank programs and projects by the weight they serve, and draw a funding line against a budget.
  • Compare two sets of weights to see what moves above or below the line, and record a decision for each item: Continue, Reshape, Pause, Stop, or Start.

Capability Modeler

  • Link capabilities to strategies and score current and desired maturity across People, Process, Tools, and Information.
  • A priority score ranks gaps by their size and the number of strategies that depend on them.
  • Draft several candidate portfolios side by side; the wizard flags gaps claimed by more than one program and strategy-linked gaps no program addresses.
  • Give every program its own objectives and key results on the Program Board, and export it as editable PowerPoint, CSV, PNG, or JPG.

The Useful EA tools are separate applications that share one sign-in and one subscription. They do not exchange data automatically, with one exception: Application Portfolio Manager can link each application to capabilities in a model you build in Capability Modeler. Every tool exports its data, so you can carry findings from one into another yourself.

What Useful EA Does Not Do

Useful EA covers the planning and traceability between strategy and work. It does not replace the systems that run the work. It is not:

  • Project management software
  • A program-delivery or PMO tool
  • An agile delivery tool
  • A financial planning system
  • A workforce planning system
  • A benefits-realization tracking system

The programs and decisions you plan here are inputs to those systems. Export them as CSV or PowerPoint and carry them into the tools your delivery and finance teams already use.

Show the Connection, Not Just the Claim

Trace the work you already have to the strategy it serves, then find the gaps. Every plan starts with a 30-day free trial.
